Paul Weyrich is considered one of the most powerful political operatives of the last century. He founded several conservative think tanks. By the end of the 1990’s he had become frustrated and concerned that conservatives were losing the culture ware. I have summarized a speech he gave to Republicans and Christian conservatives adding quotes from other content found on the Theocracy Watch website: https://www.theocracywatch.org.

We developed a way to speak to racist without appearing racists; the Southern Strategy  gave us political victories throughout the 1960’s. We built a powerful movement of Christians and conservatives called the Moral Majority; that helped to secure Reagan’s presidential victory.  Remember, you thought abortion was so effective at controlling the black population,  it would ill-advised to use it as our bumper sticker for recruiting more Christians. I knew that it was a great tool for garnering Catholic votes to not use. Integration is the evil we fight against, but we can’t galvanize Christians with that message. I hope that you will remember these successes as I speak about this new phase of the movement which some of you may consider a surrender.

The truth is that our movement has stalled.   Martin Luther King was a master for using media to accomplish political gains, and we can’t pretend that his cultural appeal has been the catalyst for many ungodly, secularist policies.  We are losing the culture war and must now refocus our efforts. Our conservative purpose is:  

The United States was founded by and for the true followers of Jesus Christ who has granted us dominion over all human matters and affairs.  The church should be a disciplined, charging army. Christians, like slaves and soldiers, ask no questions. We are fighting a holy war.

Our movement will be entirely destructive and constructive. We must dismantle the administrative state which was the bureaucracy responsible for the moral decline of our society dating back to FDR, but even before that with Wilson(1913 to 1921) with a way of thinking that an expert class would superintend life for the rest of us, that the common man didn’t have the sense to rule his own destiny.

We must first weaken these institutions and eventual destroy them. We will use guerrilla tactics to undermine the legitimacy of the dominant regime. We must be feared, so that they will think twice before opening their mouths.” Complete destruction of every opponent must be accomplished through unrelenting personal attacks. The creation of the appearance of overwhelming power and brutality is necessary in order to destroy the will of opponents to launch opposition of any kind. Falsehoods are not only acceptable, they are a necessity. The masses will accept any lie if it is spoken with vigor, energy and dedication. It is necessary to be cast under the cloak of “goodness” whereas all opponents and their ideas must be cast as “evil.”

All our energies can then be dedicated to the creation of our own institutions. We must embed our beliefs in the 7 areas of greatest influence in our culture; we need to use them to have a positive effect for Biblical values. God has ordered us to invade the “seven spheres” of society identified as family, religion, education, media, entertainment, business, and government (the Seven Mountain Mandate) . You must be prepared to be called immoral because you reject the ideas of empathy and science.  Jesus Christ was a carpenter, a manual laborer, who believed in that hard work was a key in your spiritual walk with Him. Your plight in life is primarily a consequence of innate qualities bestowed to you from him. These overtures of empathy are from people who have not been chosen for his kingdom; these are the weak, sick and broken-spirited blaming others for their plight in life. The more time and money we spend pouring into these Americans based on our “empathy”  only delays the inevitable. You will also be called anti-intellectual for speaking out against science. Science has its place, but we must be clear-eyed the use of science to disprove God’s word.  This is a war between good and evil. We will be rewarded by this nation thanking us for our vision, thanking us from saving the United States from rotting under the leadership of the radical left and their secularist cult. Democrat presidents have prescribed policies that have prolonged the lives of those who have chosen non-Christian paths and led to negative health outcomes;  they  did not heed the lessons from  “Race Traits And Tendencies Of The American Negro And Appreciation And Interest (1896)”: government efforts to  provide free healthcare to those who refuse to receive God’s only prolongs the inevitable and causes undo financial stress for those of us who have chosen the right path. We cannot be afraid of being perceived as unethical. In fact, this movement will primary any politician who does not understand our Godly cause. Let me tell you something else about the character of God. If necessary, God would raise up a tyrant, a man who might not have the best ethics to protect the freedom interests of the ethical and the godly.

In the meantime, we need to remove ourselves from the political scene in order to perform a forensic investigation of how the leftists communicate. If enough time is spent improving our intellectual sophistication and honing our arguments, our ideas will win more and more converts due simply to their irresistible appeal.

The call I issued, to build our own institutions based on Christian values, is a call for a great deal of action. It means building our own schools, media, entertainment, universities, every institution people need in order to live good lives. It means, in short, doing nothing less than the early Christians did within the Roman Empire: creating a new society within the ruins of the old.

The Implementation of the Strategy: Mandates for leadership

Paul Weyrich co-founded The Heritage Foundation, another conservative think, which had begun documenting their policy prescription for decentralizing the government in a series of publications called “Mandates for Leadership”:

In 2021, the current President of the Heritage Foundation, Kevin Roberts, incorporated these ideas into a project with the code name Project 2025, a 180-day action plan for reforming the government.
